Teresa - You are confusing copyright and patent. You can't copyright an idea. Perhaps Cawdrey's idea was patentable. I don't know. Reprinting his words e.g. "If thou be desirous (gentle Reader)...." on t-shirts would be a copyright violation if the text was indeed copyrighted.
