Well, it certainly is making an impression. Probably not the one Cheney thinks it is, but an impression nonetheless.
The last large SCA event I attended experienced a flash flood early on. People were moved, material needs were taken care of, and the war went on pretty much as scheduled.
To be entirely fair, one third of that statement describes the Bush regime's response, as well.

As for me, since I started reading this thread I've been earwormed by Buddy & Julie Miller's "Dirty Water", which apparently Google is unwilling to find me the lyrics for, but there's a sample on their homepage.
