Signs would be great for some, but my almanac says Iraqi literacy
in 1995 was only 58%. I doubt if Saddam has made a major effort to
change that in the last eight years, especially in the territory of
a different ethnic group. A sign saying stop in Arabic won't do any
good for the unlettered victims of his -- and now ours as well.
