Lee (115): The Assert--Dodge Refutation--Move to the Next Venue--Reassert Same to Fresh Audience tactic may have a 20-year pedigree among the neocons, but that lawyerly approach to facts has been a Creationist SOP for at least 30.
Except that Creationists were more often willing to concede a point (all the better for their tactics: it made them look reasonable and open-minded to the present audience, and the next audience would hear the original assertion, unmodified by the previous concession, and be none the wiser to the duplicity)
I can never read these lists without having a Tex Avery-style cartoon run through my head, illustrating the literal meaning...
If I knew any English teachers, I'd suggest they collect these lists and make projects out of finding the correct phrases or terms. But I don't.
One additional point that I've rarely seen brought up:
Saddam Hussein's forces DID in fact attack Americans and the then-president did nothing despite the opportunity to rid the world of the mass-murdering thug. So let's all condemn... Ronald Reagan, for doing nothing after the attack on the USS Stark... except give Saddam MORE stuff.
