According to NPR, they apportion the regular delegates by congressional district weighted by the number of people who voted in the previous primary. (i.e., if you had a comparatively heavy turn out last time, you get more delegates this time.) Why, oh, why did they come up with such a complicated system?
I didn't learn until my county convention that we'd been apportioned according to the number of votes per precinct for the previous candidate for governor.
Now, our current Republican governor in Texas is no prize -- we call him Governor Good Hair. Still, his last opponent was such a nonentity that no one remembered his name until we discussed the process, and then we all looked blankly at one another and said, "Chris Bell? Did anyone vote for Chris Bell? I voted straight ticket, and I'm not sure I voted for Chris Bell."
Sadly, everything else about the convention made even less sense. Don't ask me how we appointed alternates during the state delegate selection process, because I still don't know.

I have not yet run into anyone who said they'll vote Hillary if she wins the nomination, but said they'd vote for McCain if Obama wins.
I have... at the Democratic county convention. We attempted to knock some sense into them.

Serge @ 381: yes. If you're using a DVR, search for "Masterpiece." Masterpiece Theater is changing its name, or breaking into three separate shows, or some such. Anyway, people are having trouble finding it in the various DVR guides.

Love this series! Patrick, have a look at The Value of X. It's prequel to Liquor, less to do with food, more to do with their early relationship, and contains the alluded-to Monkey Hill incident and Rickey's CIA fiasco. It's excellent. Prime refers to the CIA experience quite a bit, but it also fills you in as you go, so you could read them in any order.
There are a handful of short stories about Rickey and G-man, too, and something forthcoming called D*U*C*K.

Houston is increasingly flood-prone because more and more of it is, well, concrete. Hospitals and universities did learn, after the last big flood, that basements were not the best places to house things like generators and servers containing medical records.
I'm quite a ways inland and our stores are out of water and batteries already. Gas is not scarce yet, but lines are obscenely long. There's an evacuation info station around the corner from my office. Having your morning commute detoured due to evacuation traffic is deeply weird.
Linkmeister: mandatory evacuations of nursing homes and other long-term care facilities began yesterday in Galveston (where the seawall, I am told, has been neglected of late). Parts of Houston were ordered to evacuate once Rita made Cat 4. (East side outside the loop, for those of you familiar with it.) That's just the mandatory evac; everyone else is, of course, encouraged.
The Houston Chronicle and its Rita blog might be of interest, if you're glued to the news. I am.
The Gretna thing has finally turned up on CNN.
And there are people in Texas, even now, who are still having trouble with the idea that non-whites are really human, just like them.
Please, let's not pretend that Texas is the only place that occurs.
