I went to high school in the mid-90s and they made a big deal out
of plagiarism then. Stern warnings delivered in person; if you took
even a tiny bit from somewhere else and didn't give proper credit
you were going to some secular version of hell.
I think they kept it up in college, at least to the freshmen...
Oh, they totally did. The Honor Code required professors to be
absent during exams, which in turn inspired many an impromtu speech
about what the code meant and the grave consequences for violating
it. I got the impression it wasn't very well enforced, but it'd be
very hard to claim ignorance.
