1. It's always been within the President's power to do so; within the law, though, it's the opposite. Look, for example, at Lincoln's success in suspending habeas corpus in Indiana during the Civil War—he did it, even though it was unlawful. 2. Move farther away from Chicago? 3. The object of power is power. That is, it's self-justifying.
