Regarding the "stake in the system" comment, this is an expression
typically used in the tax debates. I didn't heard the contect of
Rush's statement but the argument usually goes like this...
Speaker 1:"People who make under $X a year shouldn't have to pay
any taxes"
Speaker 2:"But then they won't have a stake in the system"
The thought is that if you don't have to pay for it, you won't care
how much money the government spends on anything, so everyone
should be taxed at some level.
The fallicy here is that everyone pays taxes, even if they don't
pay income taxes. They still pay personal property taxes and sales
taxes.
