I was searching for something else entirely when I ran upon a report sent to the President this past April. I found it to be timely-the section about "Improving Access" especially.

I keep seeing it mentioned that the poor of New Orleans will be bought out for an unfair amount, etc. The poor of New Orleans, like those of all US cities, typically are not homeowners. It is also doubtful that they have any renter's insurance. They don't even need to be bought out to get rid of them. The crooked slumlords who allowed their neediest tenants to live in such deplorable conditions will get the payoff - and be tickled pink with it.
I'm not one to doubt the ridiculous lengths and depths that the government has gone to and will go to, but from my understanding, the Blackwater guys are privately hired. Also, the military members I've spoken with who are in NO currently haven't seen the Blackwater guys, so it seems they are concentrated in a particular area, not throughout the city.
Something I haven't seen mentioned here - sacrifice. Charity should pinch a little. Instead of the family movie and dinner night, stay home, read a book, and donate $50-$75 to a charity. It's not the amount given or the details such as prison visits- it's the giving of your own comforts to another. Speaking of prison visits - I wouldn't worry so much about literally visiting prisons. Try anywhere that people are lonely and in need of a friend - like a nursing home.
