Churchwarden in Steyning, 1548. Member of Parliament for Steyning in November 1554.

"Before Pellatt's return to the Parliament of November 1554 the family's role in elections had been limited to that of elector or at most constable, and thus returning officer, of the borough: Pellatt's brother Thomas was constable at the election of 26 Sept. 1553 and signed the indenture. It was doubtless Mary's request in the autumn of 1554 for the return of resident Members which allowed Pellatt to secure a seat himself. He disregarded Chancellor Gardiner's admonition at the opening about attendance and was found to be absent at the call of the House early in January 1555. For this dereliction he was prosecuted in the King's bench: on his failure to appear in Michaelmas 1555 Pellatt was distrained 20s., and in the following Easter term he was fined 53s.4d.: his sureties were John Hyde of Lancing and his brother Thomas Pellatt." "A lighter side of Richard's life is shown in one of the 'Extracts from the Steyning Church-Book,' a paper read by Rev. Thomas Medland on 12 July 1855 and published in 1856. On 13 May 1519 'Rychard Pellet and Willyam Gardener, lat wardens of the kyng play ... made ther accompt for the time of ii yere, and all thyngs accomptyd and allowyd, ther remaynyth clerely to the sayd churche iiili viis iiiid, and the said Richard and Willyam to be clerely dischargyd and acquit.' A footnote explains that 'kyng-play' was a popular entertainment in which the leading characters played the part of a king, such as King of May or King (or Lord) of Misrule."
