  MP for Lincolnshire, 1399 and Oct 1404. Sheriff of Lincolnshire, 22 Nov 1405 - 5 Nov 1406. His mother may have been a sister of William Barkworth, who he referred to as "uncle" in his will. In 2020, Terry J. Booth, Paul C. Reed, and Nathaniel Lane Taylor (citation details below) demonstrated that Agnes Hawley, already known to be a daughter of this Thomas Hawley, was specifically a daughter of his first wife, Margaret Brewse, and that Margaret was a daughter of John de Brewes and his wife Joan de Shardelow.
