The above-noted 1399 parliament was the brief gathering that, in September, confirmed the abdication of Richard II and, six days later, met again as the first parliament of Henry IV. This was his last parliamentary service, but the last decades of his life were busy nonetheless:

From The Parliamentary Representation of the County of York, 1258-1832 (citation details below):

On 30 Nov., as the Kg’s kt, he was granted an annuity of £50 and also received lett. of exemp. from jury serv. and appt as shf, esch. or cor.

However, he took an active part in affairs under the new sovereign; he was appd on comms. of array in Northumberland and the N.R. in Dec. 1399 and was several times commd to negotiate for peace with the Scots. He appears continuously in the comm, of the peace for Northumberland until Feb. 1406/7, and for the N.R. until Nov. 1416. He did not sit again in pari, but in 1401 he was summd from the bpric of Durham to att. a council held on 16 Aug. On 11 May 1402 he was among those appd to deal with the persons who were saying that the new Kg had not kept his promises to maintain the laws and customs of the realm. Most probably he fought at Homildon Hill, for the orders not to ransom any Scots prisoners were sent to him, and in Mar. 1402/3 he was commd to settle the dispute in court mil. between the retainers of the Nevilles and the Percies as to their rights in the captives.

With the outbreak of the Percy rising he was ord with others to assemble the men of Yorks, and Northumberland to resist the rebels and he appears on the comms. of array in the former co. and in the N.R. later in the yr. Afterwards as a recompense for his expenses he was granted the reversion of the man. of Newsom. On 13 Aug. 1403, he was included in a comm, of o.t. in the N.R. for all offences against the Kg's subjects since the time when Hen. IV left Leicester for the North, and on 1 Mar. 1403/4 was included in another regarding certain treasons committed in the bpric of Durham, while in Jul. 1405 he was appd to keep the peace and suppress unlawful assemblies in the lordship of Alnwick.

In 1404 and again in 1412, he was commd to conduct inquiries with a view to the assessment of the subsidy. On 28 Jun. 1406, he was appd to inquire about the peculation of shfs, eschs., and other royal officials in the N.R. and as to the value of royal grants made by the Kg or his predecessors, and was also empowered to bori ow money in the Kg’s name. Upon the provision of Thos de Langley to the see of Durham in this yr, Eure was appd one of the keepers of the temporalities for him. He was appd on a gen. comm, of o.t. for treason and felony in cos. York, Northumberland, Cumberland, and Westmorland in Aug. 1407, and in Apr 1408 was commd to treat with certain rebels who wished to return to their allegiance.

Eure acted as lieutenant to the Marshal of England and an appeal was made against one of his judgements in that capacity in May 1411. Three yrs later his lett. of exemp. of 1399 were confirmed. He was once more appd commr of array in the N.R. on 28 May and on 11 Dec. was appd to negotiate for the exchange of Murdac, s. of the duke of Albany, for young Hen. Percy. Except for the comm, of the peace mentioned above he received no further charge, and as he would be now 65 he probably retired from public affairs.

Ralph married Katherine Aton before 1385. [Group Sheet] [Family Chart]

    Notes:

    From Wikipedia:

Michael de la Pole, 2nd Earl of Suffolk (1367 – 17 September 1415), an English nobleman, supported Henry IV (reigned 1399-1413) against Richard II (reigned 1377-1399). He died during the Siege of Harfleur in 1415. He was a son of Michael de la Pole, 1st Earl of Suffolk and Katherine Wingfield, daughter of Sir John Wingfield.

His father fled abroad amid accusations of treason during the Merciless Parliament in 1388, forfeiting the title of Earl of Suffolk and the family estates. Over the next decade the younger Michael de la Pole made vigorous attempts to recover these lands, and obtained most of them piecemeal between 1389 and 1392, following his father's death. However, his close association with the Lords Appellant, particularly the Earl of Warwick and the Duke of Gloucester prejudiced Richard II against him. He finally obtained the restoration of the earldom in January 1398.

While he obeyed the summons of the Duke of York to defend the kingdom against Henry Bolingbroke in July 1399, Suffolk did not object to the disbandment of York's army and consented to the deposition of Richard II in the summer of 1399. While the first Parliament of Henry IV technically upheld the forfeitures of the Merciless Parliament, Henry IV immediately restored de la Pole's estates and title in recognition of his support. However, he would spend the remainder of his life trying to obtain possession of the remaining estates which had not been restored.

He played a relatively small role in national politics, although he regularly attended Parliament. He took part in the campaign in Scotland in 1400, in naval operations around 1405, and served as the senior English diplomat at the Council of Pisa (1409). Suffolk also acted as a lieutenant of the Duke of Clarence during his campaign of 1412–1413. However, he devoted most of his energies to re-establishing de la Pole influence in East Anglia. He took the role of a justice of the peace in Norfolk and Suffolk from 1399, and assembled a considerable following among the local gentry. He completed his father's building plans at Wingfield, Suffolk and enlarged the local church.

Suffolk brought 40 men-at-arms and 120 archers with him on the 1415 campaign of Henry V in France. He died of dysentery at Harfleur, and was succeeded by his eldest son Michael, who later died at Agincourt.
