    Sheriff of Surrey and Sussex, 8 Nov 1401 to 29 Nov 1402. Member of Henry IV's council, 1404 to 1406. Ambassador to France 10 Jul 1414 to 3 Oct 1414. One of the five executors of Henry IV's will. Member of Henry V's council in England, 1417 to 1422.

    Knight of the shire for Sussex, 1399, 1401, Jan 1404, Oct 1404, 1406, 1407, 1422, and 1427.

    As constable of the duchy of Lancaster castle of Pevensey, he was host to a number of eminent political prisoners over the years. In 1405 he received into custody Edward, duke of York, imprisoned after the discovery of his knowledge of the Mortimer plot. Pelham and Edward became friends, and Edward entrusted him with personal letters to the king. Later, in 1415, James I of Scotland was entrusted to Pelham's keeping for over a year.
