Richard Weston, 1st Earl of Portland, K. G., was Chancellor of the Exchequer and later Lord Treasurer of England under James I and Charles I, being one of the most influential figures in the early years of Charles I's Personal Rule and the architect of many of the policies that enabled him to rule without raising taxes through Parliament.

Weston was the eldest son and heir of Sir Jerome Weston, High Sheriff of Essex for 1599, and the former Mary Cave. He was born at Roxwell, Essex, and was a student of the Middle Temple. He served as Member of Parliament (MP) for a number of constituencies including Maldon (1601–1603), Midhurst (in the parliament of 1604-1611), Essex (in the Addled Parliament of 1614), Arundel (1622), Bossiney (1624), Callington (1625) and Bodmin (1626). He was knighted in 1603.

During the reign of King James I of England, Weston was sent on embassies to Bohemia, Brussels, and Spain. On the last assignment, he negotiated for the restitution of the Palatine. Upon his return to England in 1621, he was made Chancellor of the Exchequer, and retained the post after the accession of Charles I; he proved a capable financial manager but incurred popular hatred as a (justly) suspected Roman Catholic, while also later earning the enmity of the (Catholic) queen, Henrietta Maria for refusing grants to her favourites. He opposed wars with Spain in 1623 and France in 1626, but managed to find ways of raising the money to fund them when required, even when it was impossible to secure the co-operation of Parliament.

Weston was elevated to the peerage on 13 April 1628, as Baron Weston, of Neyland. He was subsequently made Lord Treasurer of England and invested with the Order of the Garter. His policies proving highly unpopular, he escaped impeachment in 1629 only by the dissolution of Parliament. Nevertheless, he played an important role in the King's Personal Rule without Parliament, finding new sources of revenue while preventing any further increase in the King's expenditure, and being for a time the most influential of Charles's advisers. He persuaded the King to make peace with France in 1629 and Spain in 1630, removing the biggest drain on the treasury, and to sign the secret treaty with Spain in 1634. By the time he died in 1635, the Crown was solvent.

On 17 February 1633, Weston was created Earl of Portland. Lord Portland was married twice. His first wife was Elizabeth Pincheon of Writtle in Essex. His second wife was Frances Walgrave of Boreley in Essex. He had three children by his first marriage, including Lady Mary Weston (2 January 1603-after August 1678), who married the 2nd Lord Aston of Forfar in 1629, and Lady Elizabeth Weston, who married John Netterville, 2nd Viscount Netterville. He had seven children by his second marriage, including his son Thomas, who later succeeded as 4th Earl, and Lady Anne Weston, the first of the four wives of Basil Feilding, 2nd Earl of Denbigh. His nephew (his sister's son), Jeremy Clarke, became a Governor of Rhode Island in the American colonies.

Charles Hansen's "The Barons of Wodhull" (citation details below) gives considerably more detail about this drama. Richard Chetwood had been Gentleman of the Privy Chamber to Edward VI, and like most of the young king's allies, fell out of favor when the Catholic queen Mary took the crown. Charles Tyrell appears to have been hoping to use this circumstance in order to marry the wealthy Agnes Woodhull himself. But the most interesting wrinkle to the story is that when Mary died and was succeeded by her Protestant sister Elizabeth, Richard Chetwode had, pending with the Pope in Rome, an appeal against his marriage's annulment. Richard and Agnes's connections in high places had evidently survived the five years of Mary's reign, because the new queen Elizabeth's first law, the April 1559 Act of Supremacy, which re-established the Church of England and prohibited legal appeals to the Pope, included a specific exception for "Richard Chetwood, Esq. and Agnes his wife, by the name of Agnes Woodhall", stating that if the Pope should rule to affirm their marriage, that would be considered valid in English law, notwithstanding all other provisions of the Act. As Hansen puts it, "Thus, as history would have it, the first baron of Wodhull was listed in Domesday Book, which validated the results of the Norman Conquest, while the heiress of the last baron was named in the act of Parliament which affirmed the success of the Protestant Reformation in England."

Notwithstanding the Act of Supremacy's carve-out for Richard and Agnes, in fact the Pope never did rule, and the validity of their marriage was re-affirmed in 1559 and 1560 by the Court of Audience in Canterbury, an entirely English church court.

Jeremy Clarke (also known as Jeremiah Clarke) was an early colonial settler and President of the Colony of Rhode Island and Providence Plantations. Born into a prominent family in England, he was a merchant who came to New England with his wife, Frances Latham, and four stepchildren, settling first at Portsmouth in 1638, but the following year joining William Coddington and others in establishing the town of Newport. Here he held a variety of civic positions until 1648 when Coddington's election as President of the colony was disputed, and Clarke was chosen to serve in that office instead. He was the father of Walter Clarke, another colonial governor of Rhode Island, and also had family connections with several other future governors of the colony.

No documentation absolutely proves that the Mary Tompson who married Joseph Wise was the Mary Tompson who was baptized in 1619 to John Tompson and Alice Freeman. But a large amount of evidence suggests that this is probably the case.*

Arguing that the two individuals were the same, Mary Lovering Holman (in Ancestry of Colonel John Harrington Stevens and His Wife Frances Helen Miller, Concord, New Hampshire: The Rumford Press, 1948) pointed out that, (1), when "Mary Tompsonn" married Joseph Wise in Roxbury in 1641, there was no Tompson family in Roxbury save for that of Alice (Freeman) Tompson; (2) in the course of their marriage, Mary frequently joined her husband Joseph in the sale of property, and only on one occasion signed in release of dower rights, a believable pattern of behavior if Mary was in fact from a gentry family; (3) Mary and Joseph named their seventh child Henry, "an unusual name at the time but that of Alice Freeman's father, brother, and great-grandfather, while the name of Katherine, the ninth child, also appears in the Freeman family"; and (4) if Mary the wife of Joseph Wise was in fact the Mary Tompson born to John Tompson and Alice Freeman in 1619, then she would have been 22 at her marriage, an entirely plausible age.

In 1980, 32 years later, Robert Charles Anderson wrote: "Joseph [Wise] is next seen marrying in Roxbury on 3 Dec. 1641 'Mary Tompsonn.' There is good reason to believe that this is the Mary Tompson baptized at Preston Capes, Northants, 14 Nov. 1619, to John and Alice (Freeman) Tompson (TAG 13: 1-8; 14:145 f.). Arguments for this identification of Joseph's wife are given by Mary Holman (Ancestry of Colonel John Harrington Stevens and His Wife Frances Helen Miller, pp. 422 f.), with support from Donald Lines Jacobus (TAG 32:128). Further supporting circumstantial evidence lies in the Rhode Island land records, where we find that on 7 June 1671 Joseph Wise of Roxbury sells to Deacon William Parke of Roxbury half of a 600 acre tract in Providence. After the document was drawn up, it was discovered that an error in the bounds had to be corrected. This correction was made and signed by Joseph Wise Senior and by Samiel Williams 'for his father Deacon William Park.' William Parke was son of Robert Parke of Roxbury by his first wife, and was therefore stepbrother of Mary Tompson, daughter of John and Alice (Freeman) Tompson. Samuel Williams, who had married Theoda Parke, daughter of William, was brother of Stephen Williams who had married Sarah, daughter of Joseph Wise. Two years later Joseph Wise sold the other half of this tract to Caleb Lamb and Stephen Williams (Rhode Island Land Evidences vol. 1, 1648-1696, pp. 40 f., 81.). Gershom Bulkeley was an early graduate of Harvard University, receiving his bachelor's degree in 1655 and possibly his master's degree in 1658. After receiving his master's degree he might have married Sarah Chauncy, daughter of then Harvard President, Charles Chauncy. In 1661 became the minister of the Congregational church in New London, CT, where he served for roughly 5 years. He then became minister of the Congregational church in the town of Wethersfield, Connecticut where he served until 1677. He left the ministry and practiced as a physician in Glastonbury, CT.

When the Salem Witch Trials spread from Massachusetts to Connecticut in the autumn of 1692, he expressed considerable scepticism about the evidence, saying that he had heard nothing of any weight to convince him that anyone was guilty of witchcraft. In particular he argued that Marcy Disborough, one of the only two women accused in Connecticut who actually stood trial for witchcraft, was the victim of the malice of her neighbours. Mercy was founded guilty and sentenced to death, but received a reprieve. She was set free and died some time after 1709.

Greene was made a freeman of the colony in 1718, and at the age of 32 was elected a deputy from Warwick in 1727, which office he held for five years. He was the clerk of the county court in Providence and speaker of the Rhode Island Assembly in 1734 and 1739. In 1728 he was appointed, along with John Mumford of Newport, to survey the boundary line between the Rhode Island and Connecticut colonies. When Governor John Wanton died in 1740, Richard Ward became the governor, and Greene became the new Deputy Governor, which office he held until his own election to governor in May 1743. This was one of the rare cases when a Rhode Island governor did not come from the island of Aquidneck where the towns of Newport and Portsmouth are located.

One of the important issues of Greene's first term in office concerned the boundary lines of the colony. Several geographic boundaries were adjusted, and the towns of Barrington, Warren and Bristol were added under Bristol county, and the towns of Tiverton and Little Compton were added to the towns on Aquidneck island in Newport County. Another major issue facing the colony was the war against France and Spain, for which the colony was expected to share in the defense of the Crown. When England declared war against France on 31 March 1744, the colony manned forts and reinforced them with guns and ammunition. Commodore Warren, with the aid of Rhode Island forces, laid siege to Louisbourg in Nova Scotia, which surrendered in June, surprising Europeans that the "strongest fortress of North America had capitulated to American farmers, machanics [sic], and fishermen." The colony also had a few war sloops at its disposal along with 15 privateers and was successful in capturing 20 ships and sending them to Newport.

During Greene's third term, the colony had divided into two hostile camps. The leaders of the two divisions were both future governors, Samuel Ward and Stephen Hopkins, with Greene siding with the Ward camp. Some of the divisive issues concerned war versus peace, paper money versus hard currency, and Providence versus Newport interests. Elections went back and forth between the two opposing sides, and amid the discord, Greene died while in office on 23 January 1758.
